U.S. Government Health agencies have recently asked for new, far-reaching powers in the event of an Ebola outbreak. Is Ebola just a distraction from their real goals?

The dominos are falling fast and furious these days. As if the American Academy of Pediatrician's policy for the removal of anything but medical vaccine exemptions wasn't enough, the Department of Health and Human Services released a document last week proposing new rules about the way they respond to outbreaks of communicable diseases. It's called a Notice of Proposed Rulemaking, or NPRM for short.
